I unlike the other candidates running for the Mayoral position. I have the credentials to be employed at the level of CEO at any corporation. I do not need the job nor the pay. I am running to better the future of our kids. To set a path so that other administrations can follow. Our City is broken.. My accomplishments , contributions, academics speak for themselves. Thank you for taking the time to read our 2022 Strategic Platform. Much like you. I am a hard working individual. I know the value of every dollar I earn and know how to wisely spend it. As your new mayor. I will treat our tax dollars with the same attention and care . I promise not to waste a single dime. It will not go to serve special interest groups. Your tax dollar will be spent to improve our city hall and better the quality of all our lives. I am an immigrant that on a daily basis thank s Canada for given me the opportunities to grow as a human being and take care of my family. As your city newspaper editor for over 25 years I have seen it all. Sadly, I have seen our city slowly deteriorate. Through the years. I have given back to the community. One of my proudest achievement has to be the ongoing successful 'INGINO SHOP LOCAL" campaign. I listened and heard the needs of the merchants and from my pocket decided to invest in our core. I do not need the Mayoral job, nor the pay. I am doing this for our children's future. If we continue the path we are in. Electing candidates with previous council experience. This has proven to cause our demise. I put my name forth in this election as a business person with extensive experience. I put my name forward with over 25 years of experience as your city newspaper editor, having first hand knowledge of why our city is failing. I helped many in council get in through the years. Now I need your help to turn our city from an institution to a corporate entity. Together we will bring prosperity and opportunity. No more sitting and waiting. We remind callers that aggressive behavior, harassment or course language will not be tolerated and may lead to end call interaction." Really!!! This is the message from our city hall? If this is not an indicator that people are fed up and want change. We need to start from the top down. The mayor needs to treat the City of Oshawa as a corporation and not as a institution. We must have clear leadership from the top in order to eliminate confusion. By the City own admittance. If there are that many calls that are aggressive and abusive. Find out the reason. Deal with the problem instead o passing it off and threatening those that you are supposed to serve. If anything the city greeting should be something like. 'Welcome to the city of Oshawa. We work hard to assure the best service possible. If you feel that we are up to your standards. Please let us know by filling out a form that will go directly to the Mayors office."
We need to bring municipal government to the people. We nee to assure that taxpayers needs are fully met. By telling them you will be hanging up is unacceptable. Within the City departments we need accountability, productivity. We need to look at ways to cut expenses. We need to look for efficiency. We need to look for ways to increase morale. We need to take the petty office politics out of the corporation. We need to instill a corporate mentality that all opinions and ideas have worth. We need to cut duplication. We need to change the gap between Staff and Council. We need to encourage staff initiatives and involvement.
We need to get rid of that awful greeting.
It only shows our weakness and lack of care for our people. Restructuring City Hall will yield the solid foundation that will facilitate future success as we become a beacon for other municipalities to follow. Updated: Sept 13th, 2002. A citizen by the name of Steve Oreskovic brought to my attention that I overlooked the very important issue to the success of the downtown. PARKING. Parking for the city has been a cash cow. From what they charge at the meters to the many fines. The city brings in about 1 million a year. Great cash cow for the city, but crippling for downtown businesses.
Not only that. A stressful nuisance for downtown residents. Under our new administration I will look for ways to eliminated such stressors. I will consult with members of the community like Mr. Oreskovic for ideas. I like to see downtown stakeholders enjoy special parking rights. I propose to work with developers as they build high rise to allocate significant parking on a free basis. Free parking can only attract. This is why mall shopping has replaced downtown shopping. We need to change that. Thank you Mr. Oreskovic for bringing that to my attention.

If so then why are our taxes so high. Why do we keep having to dig deeper in our pockets every year? So far under the current Mayor we have seen almost 12% since he has been in office. Our quality of life has not improved. City elect make bad judgement and they do not seem to be affected or care. Much like Gray when he was in office. He left the city of Oshawa with a 1 million dollar per year in operational costs for the GM center. Now Tribute homes. Is this leadership?
NO. Under my administration. We will stop studies, consultants and wasteful spending. We must freeze taxes for the next four years without compromising quality of life. You may be wondering HOW. Simple. You cut waste. You maximize resources and you negotiate sponsorships, partnerships and corporate alliances. Something that most if not all in council have no clue how to execute.
THE CITY OF OSHAWA is a corporation.
Let's start running it like one.
Let's cut property taxes for some grandfathered properties. Let's look at offsetting it on the new developments. Let's make developers accountable for the use of our lands and have them contribute to the infrastructure and needs of our community. We will be open for business and as such we will always have the best interest of the taxpayers at heart. In the real business/corporate world we play to win. Our corporation will be streamlined and efficient in order to maximize benefits for all our citizens. With your help we can make great things happen.

Many go around their daily routines and never pay it much thought to the fact that those homeless are not there by choice but instead in many cased due to circumstance. Circumstances that none of us are immune from. There are many reason for which we may become homeless. Loss of job, illness, separation mental health , lack of family support and array of other circumstances.
Homelessness can't be painted with one solution and or social paint brush.
We must understand the many parts in order to plan a careful course of action.
Most municipalities utilize the band aid approach and expect the problem to go away. Case in point in Oshawa. In my opinion. The class difference will always be here. The poor can't all be seen to be the same.
Homelessness is a series of circumstances.
There is no shame in being poor, as most are proud people that would give you the shirt off their back. Looking for opportunity and chance to better their lives and that of their families. People just like you and me.
In my opinion there are 3 categories in the homelessness issue.
1. Within the poor there are those that just for whatever reason lack opportunity and resources there for they live a life without basic necessities. These are the ones that directly benefit the most for social service assistance. As any help makes a world of difference.
2. Is made up of those that suffer from the issues in one but also have a mental health deficiency. These folks require special attention. Their needs may include therapy, medication. follow up. even life skill monitoring.
3. These folks share number one and number two to issues but also have to deal with acute substance abuse, drug addiction.
This group are the ones we tend to predominately see more on our streets. This group in many cases have lost touch with reality and turned more towards basic human instinct. In other words , sheer SURVIVAL. Many resort to Crime, prostitution, petty crime in order to feed the addiction. The biggest problem with this group is that if do not watnt to be saved. No mater how much money we pour into helping them. It will have no resolve.
NOW THAT WE UNDERSTAND. HOW DO WE FIND A SOLUTION?
First thing. We must regroup our existing resources. We must assure that the three different groups get the special needs that each group requires. As it stands we have services but use the wide brush and it is obviously not working. We need to unify services at one central location. Get them out of our downtown. As it stand we waste huge amounts of money on private security to herd people from one corner to another. Harassing them and making them feel as second class citizens. THIS HAS TO STOP.
What we should be doing is using our own by law as a security force to prevent crime and or uproar at selected centers. Centers that address the three groups separately
The key to solving this issue is by understanding and grouping the services out of downtown Oshawa. Increase shelters, washrooms, showers and proper sleeping areas and the problem will resolve. At these centers drug use help would be available. NO MORE SAFE INJECTION SITES. NO MORE FREE NEEDLES.
NO MORE PAINTING THE HOMELESS WITH ONE BRUSH.
Sadly, many that suffer from drug addiction can't be helped until such time as they are ready to be helped. These folk are the hardest to help.
This is where peer to peer comes most useful.
Addiction is a state of mind that blinds the soul from seeing hope. They have to want to be helped. Sadly it is not so much they don't want to. No one ever gave them opportunity. Our City policy will be clear. You need help to better your life. We will be there and go out of our way to assist anyone.

In Oshawa due to the ongoing natural growth to the north and possibly high rise developments in our core. Firefighting training, equipment are essential. Not to mention the employment of more firefighters. You may be thinking how do we achieve this and stay within budget. Simple, cut what we do not need at City Hall. Invest back in your community as it is all of our responsibility to assure we are a safe. Personally I would negotiate with new developers to invest a portion of their capital in the form of a partnership. With these monies we would buy much needed specialized fire trucks to deal with high rise situations. As it stands there is no real plan on future developments in the event of a fire on the 40th floor. We can't wait to act. We must be ahead of the emergency in order to be prepared. Policing in Oshawa is crucial. Until we can get control of the spiral out of control crime rate. We need to re-align with the police and create more on the ground type of community related policing. We also need to create quick type of resolution squads... in order to save the usual big spectacle on any given event. We must also give our police services more support. Our image as a city can only improve if our people stop over dosing on our streets. It can only be solved if we assure seniors and kids safety on any given day.
I pledge to work with the police in order to achieve these goals and return Oshawa to the people. To eliminate the drug trade, prostitution, petty thefts. Together we can make it happen. It is time to take control of crime.
Our policy will be one that will send a clear message to criminals, gun runners, drug dealer, human traffickers that their trade will not be tolerated. It is our civic responsibility to assure everyone in our city can walk our streets at any time of the day and feel safe. NO COMPROMISE.

Oshawa downtown has been neglected for years. Administration after administration has come and gone and the problem has become worst. The problem is that most elected do not understand the problems of the front line merchants. The costs of rent. The cost of utilities. All this compounded with competition make downtown a hard place to do business.
The current councilor has failed. As proof in the failure of the BIA. Political strife caused it's demise. What we need in the core. Is a group made up of merchants from the core. No politician to slow down the process. No hand picked 'YES MEN'. Let merchants host events that all participate. Have the City help the events get funded.
My vision is to build up our core. To take the four corners and transform it into a world class place. To bring in high rise development and include all those existing businesses as investors. Negotiate with major developers and cut the deal that will bring Oshawa to the world stage. We are growing and we need a major face lift. Aurora, Newmarket, Mississauga, North York, Brampton, even Hamilton. Why not Oshawa? Reason we have mayors that have no business experience. They lack vision and the ability to set goals. Now it it time for change and with your help we can turn things around. We can bring prosperity to Oshawa. Good paying jobs that will solidify a future for generations to come. We need to get away from the small town mentality and look at the horizon for real world class opportunity. We owe it to future generations. Don't get me wrong. I am not proposing we take the home town pride out of the equation. What i am saying is lets bring Oshawa to the world stage.

The deep water harbor had become such a poor managed entity that it had to be given to the Hamilton Port Authority. Under a new administration the port will have those lands cleaned at no cost to taxpayers. The lands will be developed to world class stature. The marina will host a state of the art marina . You may ask. Pretty ambitious . Yes it is. But very possible with the right negotiations and vision. Together we can make it happen. NO MORE MOSQUITO INFECTED PARK.

We need to work with the local university in order to create a world class NO FLY training center. A place where pilots can train in flying all kinds of aircraft without ever taking off. The University is working aggressively in the field of virtual reality and artificial intelligence. Two relatively new technologies that will be a benchmark in training, research and development.
My main focus and interest will always be to assure property values stay the same or increase in value do to the demand from those working in the aviation teaching industry.

With this said. As municipal leaders it is our responsibility that all people feel included in the process of governance. This is something that I will personally make sure it is done. The preservation of culture, history and heritage needs to be protected for future generations. We need to be a welcoming community. A place people want to come and visit. I propose things like outdoor rinks. Designated skate only trails. Follow the lead of the rainbow crosswalk and invite service groups, volunteer groups and social groups to paint our city with their colours.
I like to encourage more volunteerism through a competitive reward system for those that volunteer. We need to appreciate our people efforts and achievement in participating in our community. I like to see more done with amateur sport in Oshawa. I want the City to work with all sporting organization to assist raise funds through corporate partnerships. Yes partnerships open the door to possibilities. Possibilities that otherwise remain wishful thought. Under my administration. I will assure that all citizens will have access to the system and to me directly. I will host once a month an open floor town hall . People can come and ask questions or express concern. I will be working for you. I will care about your opinion and concerns. My door will always be open. My nomination is not about me. But about us. Together we can make great thing happen. We must understand the mindset of those in business and we must cater to their needs in order for them to invest in our communities. As a corporate entity we must set clear goals and direction. We must utilize the expertise of our staff and give them the freedom to make decisions without fear of job loss. My biggest task as your new mayor will be to change the mentality at City Hall. We must get away from the institutional approach of 'US' against 'THEM' mentality. We must reward initiatives and make customer service our priority one. We must attract industry trade and commerce by giving these investors the image that we are a winning City. That we are efficient, streamline and with no red tape. All this zoning hoops that investors are forced to jump through will be a thing of the past. We need to recognize opportunity and through negotiation bring project to fruition. This in turn will improve the quality of life for all.

As such I will be prepared to negotiate with unions not in the best interest of the corporation but that of the people. I say this with liberty due to the fact that the value cost of our people should never be compromised. Negotiated, but never taken to be an expense that is not needed. Whatever the outcome to keep the workers happy is worth it and an indicator that we the City of Oshawa as a corporation need to pull up our boots and assure that we are profitable enough to have an appreciated work force. Traditionally. It was a tug of war. Reason because labour relations have always been seen as an obstacle dependant on budgets. That is wrong. That is not corporate. I will be working with all unions to protect the interest of workers and to assure they are well compensated for their hard work.
I will review the City practices of contracting work out that can be done by city staff. I will assure that duplication is only allowed during times of emergency and or as the need requires. I will work with the unions to assure our city workers are made to feel as they are appreciated. As your new mayor I will also assure you that the City of Oshawa will not farm out jobs that can be done by City staff. As a new corporate entity we will streamline and cut duplication and waste. Both Union and non union jobs will be streamlined to maximize production and improve quality of service .
Looking at the future of Oshawa and it's rapid forecasted growth forces us to prepare for the progress to come. As such and keeping with our enviro-friendly push. We must look at transportation as a whole more seriously.

As we are evolving towards new sources of energy our municipality should focus on making ridership more affordable, efficient and reliable. Working with the region and developers we need to improve road surface quality in many areas. Main road loads need to be assessed and adjusted in order to compensate for congestion. Our downtown flow needs to improve in order to deal with the attraction of more people coming to the core. From sophisticated parking schemes to the development of adequate parking facilities in order to accommodate over flow. The key to a successful transportation system is understanding the need of the ridership. The understanding of the system and implications on the population at large. Marketing to riders is the key. Give riders what they want and need and the riders will come rely on it.
EDUCATION - INSTITUTIONS OF HIGHER LEARNING
Since prior administrations invested so much in bringing higher education entities in to our City. We must now make butter out of the buttermilk left behind by other administrations. What I mean by this is that we need to extract the value that other administration failed to yield. Under our new administration. We will work hard and side by side i n order to turn our current institutions into centre like MIT and others like it. We have the facility. We have the intellectual property. We have the staff and necessary facilities. What we need now is collaboration. The University and Colleges have a sound Artificial Intelligence, Virtual Reality programs. One such endeavour I like to partner up with the University is to fully digitialize Oshawa downtown. What this would mean is that before you enter a business you would be able to point your cell phone to any business and know what they serve, specials and rating. I would also work with the University in having Oshawa become the first City to be fully Virtual reality. Something similar to google earth but virtual reality with actual ability to interact with taxpayers on live time in a virtual world. What this would mean is that more interaction could take place and the economic, commercial implications would be endless. It would be a world first for Oshawa. The key to success in academia is to be innovative and creative. The mentioned is attainable and at no cost to taxpayers.
Under the new administration, I will also focus on affordable living for students. Students are normally on very tight budgets and as such we must look for ways to meet their financial needs.
From creative job creation catering to students to affordable housing. Not to mention safety. Students need to feel as they belong and by getting tough on crime. We can restore the assurance that our students and taxpayers can feel safe once again walking our streets at any time of the day or night. Together we have a very bright and rewarding future. You can make it happen. With your help we can make it happen. Won't you work side by side with me in order to bring Oshawa back to the people?
Family and family needs should be priority one. From making sports programs affordable. To assuring proper and affordable child care. Many families need to have both parents working. This leaving many with the worry of having to pay for child care. We will utilize funds from the newly created Oshawa community fund. To assure anyone working and needing assistance will receive it until they get on their feet. We all need help from time to time. It is our municipal duty to assure we are there. Kids are our future. As such we will help feed them. Put clothing on their backs and assure no one ever goes to sleep hungry. Every child deserves a chance. Every in our new Oshawa will be taken care. We as a City spend hundred of thousand of dollars on wasteful studies. NO more. No more wasting taxpayers money on consultants. WE WILL INVEST INSTEAD ON OUR YOUTH. We will create programs will cater to development. Build our children character and teach them respect and responsibility. The importance of contributing to their community. We will become a beacon of excellence .
NO MORE HARASSMENT. BY-LAWS WILL BE DETAILED AND CLEAR.
The City By-Law department is in serious need of review. City Bi-law department is supposed to be a mediating body between neighbor disputes. Unfortunately this department has become an out of control para-military type of group. My review of this department will include looking at all outdated bylaws. I will have many re-written. And assure that all bylaw officers are re trained. In our new Oshawa by law will be friendly and courteous. They will be dispatched to mediate and not so much enforce. We need to assure that all bylaws are people friendly and easily understood. NO MORE INTIMIDATION. NO MORE ABUSE OF POWER. NO MORE ABUSE OF HUMAN RIGHTS BY ENTERING PROPERTIES WITHOUT A WARRANT. NO MORE PEEKING IN TAXPAYERS WINDOWS.
People of Oshawa. Administration after administration have failed to plan on the obvious problem that is playing out right before all of our eyes. This being affordable housing and Emergency housing for those in need. People go about their day without giving it much thought until they are faced with the reality of being forced out of a rented dwelling and having no place to live. This is a nightmare for most a fear for others and a reality for way to many people. We do have programs available but the waiting lists are phenomenal. The quality of homes are also questionable. Then how do we fix this? First and foremost. The rental rates out there today are out of this world. It is not about fair market value any more. It is m ore like landlords enjoying the perceived right to charge whatever they want as they know there is a shortage. This is morally wrong. As your new Mayor I will assure you that we will work very closely with new developers to stop the current practice of develop at all costs. I will hold anyone interested in developing in Oshawa to set aside a portion of their development towards affordable housing and or emergency dwelling. Developers should be held accountable to contribute back to the community that has allowed them to make millions. To landlords. Set out a municipal cap on what can be charged on rents. We would have two tiers. 1. Open Market. In respect with the fact that many landowners have invested and paid property taxes. To charge what they want within the municipal cap. 2. Create a program that would have property owners enjoy a discount on property taxes based on reduction of rent equivalent to that of the tax discount. The landlords will have to abide by the cap. Any tenant caught breaking the law would automatically be taken off the program and or the property. We need to rid our City of Crime. This type of program would free up emergency housing. It would allow those in need affordability. We need to offer our people a place they can call home. A clean and safe place. One free of worry. Our city new policy will be. YOU NEED A HOME. We will supply. YOU NEED FOOD. We will feed you. YOU NEED A JOB. We will provide. YOU COM E TO BREAK THE LAW OR TAKE ADVANTAGE OF OUR GOOD NATURE. You will face the law.
Senior and youth safety should be priority one. We must assure that we develop programs that cater to their needs. From accessible and affordable transportation to programs that play the role of a safety net for those in need. Programs such as mentoring and mental health related. Create employment opportunity. Create health and sports programs that are affordable for both seniors and youth.
Why should we pay for programs and special events when we have so many potential partners? I will be creating a Oshawa community fund. The major stores within our city will be approached and encouraged to participate. We will negotiate a fair and just plan of involvement. We will give them the appropriate value for their interests and investments. As it stands we have no such partnerships. A community fund will be a huge asset for the community at large. We all need to do our part and big box stores with sales in the millions a day have a moral interest in investing in their people. In Oshawa.
We will go after opportunity and success will find us. I have watched our city for over 27 years. Administration after administration have failed us. Making us pay dearly for their mistakes. To the point that tax increases have become fashionable and expected. WRONG. In our new Oshawa we will keep failure to a minimum and we will take responsibility for our actions. We will trim our expenses and work with all parties with financial interest in our City. We will go after opportunity and we will bring success. Successes in the form of good paying jobs. We will transform the way we treat our citizens. We will champion customer services and positive attitude. Success is before us. In October we need to make a very important decision. Can we afford to keep Oshawa being mismanaged? Or do we trust the proven leadership of Joe Ingino. Opportunity is knocking. Oshawa's future is on the line. Never in the history of Oshawa has a more proven successful candidate step forward to bring Oshawa back to the jewel it was on the regional crown. Since 2018 election. Downtown has deteriorated. Property Taxes have gone up. Quality of life has gone down. The homeless condition is out of control. Our downtown and City parks have become a real public health hazard due to the 1,000's of needles discarded by addicts. Our streets have become dangerous. What is the City doing about it? Are you happy with the quality of life in Oshawa? NOW YOU HAVE A CHANCE TO BE HEARD.
How can any elected official go to sleep at night knowing that there are people sleeping out in the cold and on our streets.
